VACANCY ANNOUNCEMENT – ICT4D SPECIALIST

Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading cause of morbidity and mortality accounting for about 30% of childhood deaths and 11% of maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally, at least one billion USD is lost each year as a direct result of malaria infections making malaria a leading cause of poverty, low productivity, and reduced school attendance.
The donor Partners including the Global Fund to fight AIDS, Tuberculosis and Malaria are supporting Government’s efforts toward a malaria free Nigeria. The National Malaria Elimination Programme (NMEP) is one of the two Principal Recipients (PRs) of Global Fund malaria grant. NMEP is looking for qualified individual to fill the position indicated below at her office in Abuja.

Scope of work


The ICT4D Specialist will work towards the comprehensive strategic coordination, day-to-day effective planning and management of key technical oversight on the use of ICT4D for health programming. This entails maintaining acceptable standards and thinking innovatively in order to ensure improved efficiency, accountability and transparency in the implementation of Seasonal Malaria Chemoprevention (SMC), integrated SMC and Insecticide Treated Net (ITN) mass campaign and other malaria interventions. The ICT4D Specialist will also analyze and provide solutions for ICT4D device issues. Knowledge management, decision-making and programming effectiveness through efficient operations and use of NMEP information sharing, communication and collaboration technologies will be done by the ICT4D Specialist including providing technical advice to NMEP staff and partners on overall ICT Systems.

Duties and Responsibilities:

System Management
Provide leadership and support for the enablement of the Red Rose technology and mobile devices to be used for the implementation of the Seasonal Malaria Chemoprevention program (SMC) and the integrated SMC and Insecticide Treated Net (ITN) mass campaign. • Ensure Red Rose systems are designed, implemented, configured and maintained to meet NMEP service requirements. • Support the RedRose team in ensuring quality system configuration, administration, security, and maintenance of the ICT4D devices for the successful Malaria program implementation. • Advise and support ICT4D officer and other staff in executing good stewardship and efficient use of GF ICT4D resources. • Collaborate with relevant staff to create, document, and maintain ICT4D inventory and ensure adequate supply and functionality. • Provide leadership for the NMEP GF PMU IT Unit and oversight over staff of the Unit. • Any other duties assigned.
2. End-User Support for ICT4D:
• Ensure timely response to user support requests or promptly escalate issues as needed. • Support staff orientation process for the ICT4D – Red Rose technology and devices. • Conduct user trainings, as appropriate, by supporting ICT4D trainings at state and LGA levels for necessary malaria programme interventions. 3. Compliance:
• Monitor ICT4D system operations and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards. 4. Capacity Building:
• Develop and implement training programs to improve staff and partners capacity in the area of ICT4D, especially the Red Rose One System Technology. • Participate in regional/agency ICT4D initiatives. • Develop and provide capacity building (training, coaching, on-the-job support) to staff and partners in ICT-related areas.
