TERMS OF REFERENCE ON EFFECTIVE LABORATORY STRENTHENING ACTIVITIES ON MALARIA DIAGNOSIS IN GLOBAL FUND SUPPORTED STATES

Malaria continues to be a major public health public health burden globally and Nigeria in particular. There were an estimated 249 million malaria cases in 2022 in 85 malaria endemic countries (including the territory of French Guiana), representing a 5million case increase from 2021. Nigeria is responsible for 27% of malaria cases and 31% of malaria deaths globally. However there has been a steady decline in the prevalence from 42% in 2010 to 22% in 2021. This is to due concerted efforts of NMEP and partners with funding from the Government of Nigeria, donor organisation and health financing organizations through deployment of interventions in line with National Malaria Strategic Plan. A key strategy deployed for the control and elimination of malaria as recommended by WHO is Case Management through prompt diagnosis and treatment of all suspected cases of malaria across all public and private health facility. information, although it is not legally binding.
According to Article II of the Financing Agreement no 3.2, the Executing Agency of the Project shall always maintain a financial management system, including records and accounts, and prepare financial statements for the project in a format acceptable to the Islamic Development Bank and adequate to reflect the operations, resources and expenditures related to the Project. Also, the Executing Agency shall maintain records and supporting documents for all expenditures with respect to which withdrawals from the financing were made (the records should reflect all categories of withdrawals SOEs, direct payments).

Scope of work


Two (2) firms will be selected. The selected firms (one for the South and the other for the North) is expected to conduct an assessment on the public secondary health facilities focusing on the following areas:

  • Service availability. This refers to the physical presence of the delivery of services and encompasses health infrastructure, core health personnel and aspects of service utilization. This does not include more complex dimensions such as geographical barriers, travel time and user behaviour, which require more complex input data.
  • General service readiness refers to the overall capacity of health facilities to provide general health services. Readiness is defined as the availability of components required to provide services, such as basic amenities, basic equipment, standard precautions for infection prevention, diagnostic capacity, and essential medicines.
  • Service-specific readiness refers to the ability of health facilities to offer a specific service and the capacity to provide that service, measured through consideration of tracer items that include trained staff, guidelines, equipment, diagnostic capacity, and medicines and commodities.

The Laboratory Strengthening Activities will be conducted in Adamawa, Delta, Gombe, Jigawa, Kaduna, Kano, Katsina, Kwara, Niger, Ogun, Osun, Taraba and Yobe States supported by the Global Fund The preferred organisation will be required to conduct the following laboratory strengthening activities: ● To strengthen and expand malaria diagnostic capacity in-country by increasing capacity in laboratory strengthening and malaria diagnosis quality assurance; ● To strengthen QA/QC Systems for malaria diagnosis at selected comprehensive Primary Health Facilities, functional Secondary Health Facilities and all functional Tertiary Health Facilities; ● Engage selected participating facilitators and trainers for laboratory strengthening and malaria diagnosis activities; ● To ensure timely implementation and delivery of the laboratory strengthening and submission of periodic report ● Provide capacity building/ training to laboratory scientists from selected health facilities on malaria microscopy including necessary certifications (ECAMM and NCAMM)
